There is an increasing awareness that policies do not succeed or fail on their own merits. Within complex messy systems, it is unclear how best to ensure effective policy design and implementation. However, rather than just let policies drift into full or even partial failure, governments are now beginning to take an interest in ways in which the policy process – especially the implementation phase – can be strengthened and supported. This article contributes to the debate in three ways: by unpicking the key factors behind policy failure; by exploring different approaches to policy support; and by identifying key messages for policy practitioners.

European Union (EU) environmental policy can only work in practice when it is implemented by and within the member states. Yet, despite its importance, we still lack a solid and cumulative understanding of the practical implementation of EU environmental policies, mainly because of the dominance of case-specific empirical insights and the dichotomous conceptualization of compliant implementation. This paper proposes a conceptual framework for analysing implementation performance, which is built around three dimensions: substance, scope and effort. The framework's relevance and analytical quality are substantiated by a systematic review of empirical studies on practical implementation of 18 EU environmental directives. We find evidence of three types of knowledge deficits: there is neglect of the scope' and effort' dimensions of implementation; disproportionate attention to the Water Framework Directive, and the Northern and Western European member states. The proposed conceptual framework aims to inform future research on EU environmental implementation. (c) 2017 The Authors. This paper utilizes three frameworks described in the literature to better understand the reasons why Canada lags other OECD countries in EMR implementation. First, we use an EMR policy framework to evaluate three provincial EMR implementation programs across Canada. Second, we use an EMR implementation multi-theoretical framework that is predictive of EMR success to evaluate those same programs. Finally, we use a cost-benefit framework developed in the USA to compare the cost-benefits of EMR implementations in Canada compared to those in the USA. We draw conclusions and make recommendations based on our findings.

This research has addressed the pathology of the implementation of monetary and banking policies in Iran and identifying the factors affecting the implementation of these policies in the banking system. In this research, concurrent with collecting researches and studies performed about the factors affecting the implementation of policies, by conducting exploratory interviews with 20 experts in the field of policy-making and banking and monetary experts, 36 indicators affecting the implementation of monetary and banking policies in Iran were also identified. Afterwards, in order to fit the "proposed analytical model of implementing monetary and banking policies in Iran", 13 hypotheses were defined. Then, by selecting appropriate statistical sample and distributing the questionnaire among them, the fitness of the model was investigated. Finally, the proposed research model for implementing monetary and banking policies in Iran was fitted and confirmed, and out of 13 hypotheses, 2 were rejected and the rest were confirmed.

In spite of their widespread use in policy making in the UK and elsewhere, there is a relatively sparse literature specifically devoted to policy pilots. Recent research on policy piloting has focused on the role of pilots in making policy work in accordance with national agendas. Taking this as a point of departure, the present paper develops the notion of pilots doing policy work. It does this by situating piloting within established theories of policy formulation and implementation, and illustrating using an empirical case. Our case is drawn from a qualitative policy ethnography of a local government pilot programme aiming to extend access to healthcare services. Our case explores the collective entrepreneurship of regional policy makers together with local pilot volunteers. We argue that pilots work to mobilise and manage the ambiguity and conflict associated with particular policy goals, and in their structure and design, shape action towards particular outcomes. We conclude with a discussion of the generative but managed role which piloting affords to local implementers. (C) 2017 The Authors. Published by Elsevier Ltd. This paper examines how e-Government was developed and implemented in two countries: the UK and the Netherlands. Drawing on a variety of documentary sources and extensive interview data the paper contrasts the differences in realizing the vision of e-Government between the two countries. The approaches to the realization of e-Government within each country are examined in detail, with the strengths and weaknesses of each approach identified. Based on this a mixed model for the implementation of e-Government is proposed and implications for e-Govemment policy are outlined.

The purpose of this study was to find a model for optimizing rock mining licensing in the Subang Regency area after the enactment of the law of the Republic of Indonesia number 23 of 2014. The method used in this study was a qualitative method by interviewing relevant parties and searching literature. The results showed that the implementation of the policy on the issuance of rock mining permits in the Subang regency region after the enactment of the Law of the Republic of Indonesia Number 23 of 2014 was not running optimally, it was influenced by several factors such as the presence of actors consisting of Bureaucracy, Entrepreneurs and Communities having different interests but mutually related to one another in the process of issuing a rock mining permit after the authority to manage the rock mine was carried out by the province of West Java. The optimization model for the issuance of rock mining permits in the Subang Regency of West Java Province can be applied by focusing on the aspects of good and dynamic processes with the principles of governance of the environmental environment on the elements of actors, interests & relations.

Policies are not an end in themselves, but deliberate systems of principles to guide decisions and achievement of rational outcomes. Many factors inherent in or transcending policy processes have dramatic consequences for how policies are interpreted and applied. In this article, wedeploy the concept of ‘policy gridlocks’ to better understand factors that facilitate or hinder implementation of single or multiple policies in different African policy arenas. We argue that minimizing or ameliorating ‘policy gridlocks’ requires stakeholders to quantifyand more directly feel the cost of their decisions and actions, while scholars must continue to search for institutional means to prevent gridlocks, including broadening the array of conceptual and analytical tools for understanding policy processes. We conclude that limits in financial resources,technical expertise and legislative capacity are the more powerful drivers of policy formulation, implementation and revision gridlocks that need to be addressed, than fragmentation of stakeholder interests.
